SDMC’s new license policy for SPA, massage centres: All you need to know
South Delhi Municipal Corporation has implemented a new license policy for trade of SPA & Massage Centres. The policy has been approved by the Lieutenant Governor of Delhi.
The civic agency has framed general and technical guidelines in this regard. In addition to previous conditions, new conditions have been added in which cross gender massage will not be allowed in SPA and Massage Centres.
Male and female centres will be in different sections and massage centres can remain open only between 9 am and 9 pm. Police verification of the owner/SPA manager will be mandatory before issuing license while there will be mandatory provision for production of ID cards of all customers, said the civic agency.
“It is directed to strictly adhere to all instructions for grant/renewal of the activities of SPA and Massage Centres coming under jurisdiction of the South DMC. Permission will be granted in areas coming under the category of Commercial, Local Commercial, Notified Commercial and Mixed Land Use. In residential areas, new SPA/Massage Centres, will not be allowed,” it said.
Required documents which need to be submitted for obtaining the license are proof of legal occupancy/tenancy/ownership of premises and partnership deed & NOC from partners in favour of applicants.
In case of companies, applicants will be asked to submit the resolution passed by the Board of Directors for issue of health trade license in his/her name. Premises should be structurally sound and be kept clean. The structure stability certificate should be signed by a structural engineer. Proof of payment of conversion charges, parking charges and registration charges must be submitted.
If the applicant is the owner then he/she will have to submit proof of payment of property tax. Medical fitness certificate of masseur has been made mandatory.
License fee will be applicable as per approval of the SDMC from time to time. As far as technical guidelines are concerned, the minimum floor area of premises should be 900 square feet and the minimum height of premises should be 9 feet or 8 feet for air conditioned premises.
Minimum area as per masseur table should be 50 square feet. Premises should be well lighted & ventilated & exhaust fans must be installed in the non-air conditioned premises. There must be adequate facilities for potable drinking water and mandatory signs for no smoking should be displayed. Failure to comply with any of the guidelines/instructions may entail legal action against the defaulters including revocation of the license, it said.
