Jamia new rule is talk of the town. Jamia Millia Islamia has banned posters and graffiti on the campus. In a notice the new administration has pointed out that students or outsiders if found putting posters or making graffiti on Jamia walls without the prior approval of the university authorities they will be fined Rs 20,000 or even suspended if students of the university.

“Any individual whether a student or an outsider found guilty of defacing university property will be fined Rs 20,000. In case of repeated offenses, stricter actions, including suspension (for students) or legal proceedings will be initiated,” said the university notice.

The university notice said: “It has come to the notice of the competent authority, Jamia, that incidents of defacement of the university walls by certain individuals, including students and outsiders, have been occurring recently. Such acts tarnish the image of the university and violate legal and ethical norms.

“Under Section-3 of the Delhi Prevention Defacement of Property Act, 2007, defacement of property, including writing, painting, or putting up posters on walls without permission, is strictly prohibited. Violators are liable to imprisonment up to one year or a fine of up to Rs 50,000 or both. Furthermore, such acts also fall under Section 324 of the Bhartiya Nyaya Sanhita (BNS), which mandates imposition of fine or imprisonment or both to persons found guilty of such offence.”
To stop this practice forever, the university has come up with the following measures which it said will be enforced immediately.
“Fine for defacement: Any individual whether a student or an outsider found guilty of defacing university property will be fined Rs 20,000. In case of repeated offenses, stricter actions, including suspension (for students) or legal proceedings will be initiated. Cases of defacement will be reported to the concerned authorities for prosecution under the relevant state and central laws mentioned above.”
Jamia to increase vigilance
Also, the university said it is increasing vigilance across the campus, with additional monitoring by security personnel and CCTV cameras.
“Students and members of the pubic are urged to maintain the decorum and cleanliness of our campus. It is reiterated that acts like writing slogans on university walls, pasting posters and or any other act which likely to cause damage to university property are strictly prohibited,” it said in the notice.
Jamia new rules: Students reaction awaited
Jamia students were not reachable for comment over the development as we get their reactions it will be added in the story.
The recent development comes just a few days after the university banned protests on campus and the raising of slogans against constitutional figures.
“No protests, dharnas, raising slogans against any constitutional dignitaries shall be allowed in any part of the university campus. Disciplinary action shall be initiated against any erring students as per provisions of the university rules,” warned an official notice issued by the registrar office.
All India Students’ Association had sharply cirticised the university for muzzling students’ voice on the campus. Also it alleged that Jamia administration is succumbing to political pressure from the ruling regime.
As the university is closed due to weekends it is understood that the issue of Jamia new rules will take centre stage on Monday when students return to the campus.
